A people-centred and cooperative enterprise process seeks to support self-help organisations (SHOs) move through 3 distinct stages - from ad hoc random actions to internal action and onwards to self-reliant development actions. This transformation takes place at the village and neighbourhood levels.

The key to success is packages of integrated support on: social preparation (education and planning); organisational development, and institutional development. This should be focussed on
bulletgathering and analysing information,
bulletnegotiating and agreeing the priority actions,
bulletestablishing an organisational mechanism to drive the actions forward and mobilising internal resources, and
bulletreflecting on progress and broadening and deepening the actions through linking to external resources
