These “Guidelines for Cooperative Legislation” are a rewrite of the “Framework for Cooperative Legislation” of which a revised version was presented to and endorsed by the International Co-operative Alliance (ICA) General Assembly 2001 in Seoul. The basic features of this revised version remain unchanged.

The adoption of the United Nations Guidelines aimed at creating a supportive environment for the development of cooperatives in 2001 (UN Guidelines), of the International Labour Organization (ILO) Recommendation No.193 on the promotion of cooperatives in 2002,  the revision of a great number of cooperative laws, as well as comments by readers inspired the author when reviewing the text.
