In this ground breaking paper Carty and Ferguson examine how a variety
of European countries control land purchase and usage through a range of
laws, regulations and planning instruments.
Focussing on the international dimension it raises questions of
acceptable international behaviour while highlighting how small states may
act effectively to protect their more vulnerable interests in land and
local communities.
The authors' contrast the unregulated and remarkably liberal land
market in Scotland with those in smaller European states and conclude that
land reform action can be taken which need not compromise Scotland's
international position.
