"The objective of the present guidelines is to provide advice to Governments and set out broad principles on which national cooperative policy might best be based, recognising that more specific and detailed national policies fall within the responsibility of each Government. Because of the governmental expectations regarding the cooperative movement and the rapidly changing global conditions and changes in the cooperative movement itself, many policies in most of the Member States of the United Nations might benefit from review and in some cases from substantial revision."
